• Expertise on the history & evolution of the Canada-Aboriginal relationship including on the watershed 1982 Constitutional affirmation & recognition of the rights of the aboriginal peoples of Canada, including the Metis, Indian and Inuit peoples. Paul was a participant and advisor.

• The open-ended meaning of the rights and the peoples that have the rights that are guaranteed in the 1982 Constitution Act, including the ‘Metis’ people and the ‘Non-status Indian’ people.
